Encouraging Early Community Involvement in Planning

Large planning developments often involve the developer having “Pre-Application” discussions with the Council before filing the actual application.
This can mean that the first that the public know about the proposed development is after publication of the planning application, at which point there is only three weeks to make comments on it.
The City of Westminster published a guidance note for developers earlier this year encouraging them to engage with the local community first.  We think that this is a good model and have written to the Council Leader urging him to adopt something similar for Merton.
