Planning and Environment Bill Amendment 250 Report Stage House of Lords 29 October 2025

This is a briefing note about a proposal to remove vested public rights by retrospective legislation which favours a private landowner. It sweeps away 150 years of Parliamentary protection of public open space in public ownership as a valuable community asset. We urge all members of the House of Lords to reject this cynical and unconstitutional amendment. This amendment has not appeared in the House of Commons. It was introduced at Committee Stage in the House of Lords on 15 September 2025.

The amendment was debated and reported in Hansard (from page 80 (c.9.30pm, column 1756) onwards in the House of Lords on Nov 3rd. Many peers spoke in opposition and in the end the amendment was not put ( i.e. abandoned). Following the withdrawn attempt to amend the Planning and Infrastructure Bill last November, an amendment has now been filed in the House of Lords to seek a similar change via the English Devolution and Community Empowerment Bill currently before Parliament. Save Wimbledon Park has produced another briefing paper about this which can be read here.
